Buying a bank owned home?

Many of the homes on today's market are owned by a bank, it is rumored that banks own more homes today than ever before and they are poised to put most of them onto the market for sale.
The condition of these homes in sometimes move in condition, but not usually. Many banks are overwhelmed with the amount of expense just to own the homes and many have not chosen to do even the minimal improvements such as new carpet and fresh paint.
Once a home is going through foreclosure it generally becomes vacant for many months or over a year before it is going to be sold again. Vacant homes usually need a fresh coat of paint and some new carpet in order to be presentable to new prospective buyers. However, many of these foreclosed homes have even more serious problems that that. Some of them have had a lack of maintenance for years before the foreclosure, other issues may become evident in home inspections during the sale.
The home inspection is ordered by a potential buyer of any home in order to inform a buyer of the condition of the home during escrow. If the home needs some improvements in order to meet the minimum standards of an fha loan and the buyer is going to occupy the house after the sale, an FHA 203(k) rehab mortgage may be a way for a buyer to go ahead and make their purchase and get funding for necessary improvements after the sale closes, if they really love the location and other aspects of a home because this mortgage is designed to update existing homes, stablize neighborhooods.

Federal Tax Credit Extension Update

Federal Tax Credits up to $8000 for first time home buyers has been extended till April 2010.

A first time homebuyer is someone who has not owned real estate in the previous 3 years, both persons in a married couple must qualify to be first time homebuyers in this instance.

If you move within 3 years there may be a recapture of the tax credit so be sure to consult with your tax preparer or financial advisor.

It is a tax credit from the IRS so you cannot use the credit as a part of your down payment.

Move up buyers also qualify to get up to $6,500 federal tax credit too. Some of the criteria are that they must have previously owned real estate for 5 of the previous 8 years, they do not have to sell that other property to qualify for this tax credit. They must purchase a primary residence up to $800,000, consult your tax preparer or financial expert, but the tax credit is for up to 10% of the sales price of the home purchased. You must be in escrow on or before April 30, 2010. This program began on November 6, 2009. There are income restrictions and you cannot buy the home from a relative. There are special rules for members of active military.

Dixon is revising the Dixon California General Plan and any interested persons are invited to be a part of the process! There is a general plan advisory committee and the public is encouraged to attend and input their ideas and concerns.

Mortgage relief program March 4

If you want more information on the mortgage relief program and if your home qualifies, you will need to determine if Fannie Mae or Freddie Mac own your loan. 3 major banks are also participating willingly to re-fi or re-structure your loan the banks will get supplemental monetary incentives to accomplish this.

It appears that if you are current on your payments you can possibly now get help and if you are late in payments you may also get help.

In the event you cannot pay and your home does not qualify to get a loan re-work, the banks are compensated to approve short sales and offer a deed in lieu of foreclosure to other homeowners.

Time and money for this is limited, so check it out as soon as possible. You will be required in most cases to have your 2008 tax return ready and your last 2 pay stubs, and other financial information. Contact your lender.

First time homebuyer GOLDEN opportunity California

In California, if you are a first time homebuyer (if you have not owned any real estate in the past 3 years YOU are a first time homebuyer).

You will qualify for TWO separate tax credits IF you close escrow by the end of the year. Rules are changing each week, but right now these two tax credits apply for you IF you buy a new home in California as a first time homebuyer you will get a $10,000 state of California tax credit spread evenly over the following 3 years after closing. (This could mean cash in your pocket of over $3,300 per year) ALSO you will qualify for an $8,000 federal tax credit that DOES NOT have to be paid back if you buy your home by the end of the year as a first time homebuyer, this federal credit applies only to the first time homebuyer crowd and you can buy any single family home not just a new one.

BUT if you are a first time Calif home buyer AND you buy a new home, you WILL get the tax credit from BOTH the state and federal tax systems that could add up to $18,000 in total tax credits!
IF you sell your home within the first 3 years, the federal tax credit MUST be paid back IN ESCROW in full, so you must plan on staying in your home for at least 3 years to keep the federal tax credit.

All of this is planned to stimulate the housing market and put first time homebuyers in line to buy a home in California. For some people this is the first and perhaps only opportunity to get into the California home market.
You must get qualified by a lender before shopping for your home so you will know what your budget is going to be.

Gee, the Solano county real estate news is changing so quickly I haven't kept up the Vacaville Dixon and Solano real estate blog news because as soon as the ink dries the news is old or the limits change.

Apparently we are getting all the details on the new mortgage workouts, rates, tax credits, new FHA limits, changes to capital gains law, property tax reductions and a lot more.

I would like to wait a few days to let the dust settle and give you the total new up to date information on all of this.

FHA has the most sweeping changes in loan limits and their new down payment is at least 3.5% now, this will probably cause the other loans to match their limits. VA loans are still 100% loans, first time homebuyers will be getting the most by having the $8,500 tax credit their first year of owning the home and the newest change is that if they don't sell in the first 3 years, they don't have to pay the tax credit back and there is a deadline on when they can buy.

Inventories of homes for sale are quite low in Vacaville, hard to find just what the buyer is now looking for in all of the price ranges below $600,000. Multiple offers exist on most of the decent looking homes in good condition in most areas. New homes are not being built so much anymore, although I can show you some affordable new homes in Vacaville that are coming soon. If you go with me to the builder, you will receive a rebate from me at the close of escrow.

The best way to find what you are looking for is to find a good Realtor, as your buyer agent, who knows the market and will keep their eye out for the new listings. BUYERS do NOT pay their buyer agent, we are FREE to you, the buyer and we work on your behalf.

Solano county Loan limit changes 2009 PMI escrow closing ratios etc

As of January 1, 2009: FHA loan maximum limits have been reduced to $400,200 in Solano county, each county differs, so check with your lender.

The FHA minimum down payment has increased to 3.5%, up from 3%.

100% VA loans can still be obtained, there are some fees that are mandatory to request from the seller, so let your Realtor know this so the contract can be written to accomodate this fact. You may use your VA loan more than once, as long as the previous loan amount has been satisfied by a loan payoff. If your loan was assumed by another VA buyer, you must wait until that loan is freed up for your use.

Conforming loan maximum limits have reverted back to that of 2007: $417,000.

This means that if you need to borrow more than $417,000 you will be facing a Jumbo, non-conforming loan which my have higher down payment requirements, higher FICO score requirements, higher debt to income ratios and higher interest rates, OR a combination of aqny of these components.

If you need more than the loan amounts stated above, you may choose to put a higher down payment or ask for seller financing to span the difference.

If you put down less than a 20% down payment you will be paying PMI mortgage insurance which is factored into your ability to repay the loan, check with your tax preparer, all or part of this may now be tax deductible in certain cases, in the past it never was.

Once your equity exceeds a certain amount, PMI insurance can be removed from your loan package, after an appraisal and certain other conditions met, check with your lender before proceeding.

In 2009, your lender may require you to deposit a few PMI insurance payments into your escrow account at closing, which will increase your costs to close escrow.

Shop, Eat, Work in Vacaville....and bye bye Nut Tree Park, but not the Village

Sorry to say that the new Nut Tree park is closing it's doors it was announced yesterday.... =( As baby boomers, we missed the old park and the new park held the interest of the under 4 crowd, just not enough to get the crowds going and keep the place open any longer...We say farewell again to an old friend, and look to the future when the Harbison House will open to the public.

Harbison house is a historic home that is being updated and readied for public viewing. In preserving both the Harbison House and The Pena Adobe house, we ARE keeping our past here in the present for our children to see how it was in the early days of Vacaville when we grew fruit and sold it to others and the early families who created the original Nut Tree created a marketplace for the fruit and locally grown foods, they opened a restaurant and a candy shop for the enjoyment of those who passed by on old highway 40 in the early years of the 20th century. Later that century, they were joined by the fast food places on "hamburger hill" mostly because the passersby would DREAM of hamburgers when they passed through Vacaville at that time because the Basic Onion Facility was processing onions on the same location as my office now sits, being so close to the freeway, people could not escape the onion smells of Vacaville and associate us with onions, hamburger hill got many visitors because of this onion hint, putting into the people's minds that they really should have a hamburger as soon as possible!

Back in those days, there were few retail stores in Vacaville, it was mostly a sleepy, quiet suburb where people laid their heads down in the night and then hopped into their cars and headed to the bay area and in busses and vanpools to their jobs at Mare Island. Back then, that is how you saved gas, you had carpool buddies, people you literally spent more time with than your own families it seemed....riding in monumental traffic jams at commute times because most of the employers had the same work hours.

Vacaville was what they called a bedroom community, few jobs and little shopping and even fewer restaurants, the big ones were Murillo's and Pietro's which are both still in operation and are still awesome places to eat....but are now joined by some other awesome restaurants that are now starting to withstand the test of time, Wren's Cafe, Baker's Square, Burger City being one of them, a great place to gather, eat, check the sports scores and have a great meal. Stars, Yen King and other places such as Country Waffles, Omelette Bistro and are taking their accolades for the superior food and great service!

Later we all enjoyed getting our first round of OUTLET stores and then another whole block of them, being joined by COSTCO and Sam's Club and literally hundreds of other brand name stores, Vacaville is really one of the destination shopping centers in this part of California! Most recently we started to welcome in all the new and long-awaited stores and eateries at the new Nut Tree Village! A great place to shop and eat and get what you want and what you need from soup to nuts, Panerra Bread is constantly busy every time I go there due to their awesome menu and great atmosphere, have a HUGE ice cream delight at Fenton's which, if you ever think you can.....have a meal there before your ice cream, their grill menu is AWESOME! (One method is to share a meal and then get the ice cream after!)

Did you notice that See's Candies is now out there? Ritz Camera, Safeway, String's, Applebee's, Togo's Eatery, Olive Garden and so many more awesome places are now at your Vacaville fingertips!

Jobs in Vacaville have increased hundred and thousandfold since the late 1970's.....it used to be that more people commuted out of town to work than worked in town, but that number has shifted the other direction in the past 10 years.... with MAJOR international Fortune 100 companies located here, Vacaville has been on the map for a decade as a place to locate your business! With a great source of reasonably priced houses, great shopping, great location to a major interstate freeway that joins the state capitol with the greater San Francisco Bay Area and that means midway beach to ski mountains for us.

Businesses have had their eye on us for a long time now and it shows...

With some places that have been here for ages and ages like Lucky/Albertson's distribution warehouse to Mariani Fruit (which just installed a state of the art solar energy field) to P G & E and others. We have attracted large employers such as Genentech, which just added a new building to their campus, Alza (J&J), State Compensation Insurance which just opened their new office complex in Nov 2008, Kaiser Medical Center and others who have plans to move here as well in the future.

DOWNTOWN Vacaville has also undergone a genesis....going from a place to get from here to there, placing the library and senior center there started bringing more people into downtown, adding a town square, shutting down the creekwalk, holding farmer's market, having free concerts and bringing traffic thru the area, many many nice stores and eateries are now located there, you can get your photo taken, buy jewelry, eat fresh baked goods, buy a bike, a walker or a house, learn karate or beadery, book a cruise, eat a steak, buy a guitar, watch a flick, get your hair done, do your taxes, exercise, or relax in a day spa, AND MUCH MORE all in downtown Vacaville!

End of the year snapshot

Soon, I plan on outlining changes in the local real estate scene, what's new, what's going away and what changes will take effect on January 1st 2009.

I will give an mls update on the current average home list price, average size home on the market, how many local listings and how many average days on the market, I will also post the same figures for August 2006 when I first began to publish these facts, it will be interesting to see the changes in asking prices and how many homes are on the market.

I have closely watched the data change over these past 30 months, from an excessive amount of listings that were not selling, to a high number of short sale listings, switched to a high number of bank owned listings, from a low volume of sales last year to this year's amount of sales compared to each month last year, sales volumes have increased every month this year over last year. With foreclosures slowing up due to recent governmental tracking of foreclosure procedures so that they have slowed down the amount of bank owned listings, also affecting that has been the banks willing and being asked to re-work loans for some homeowners, but not all of them.

In a normal year, the holiday season is usually not the time that people put their homes on the market, so what we currently have are fewer listings on the market at the present time, December 2008.

Recently, interest rates have dropped to their lowest rates in recorded history, but also historically buyers wait until "after the holidays" to look at properties.

Buyers have been active all through the holiday period this year. Nothing is the same this year.

It is imperative to contact your lender before you shop for a home as loan qualification criteria and interest rates and loan terms have been modified in most cases.

FHA loans will require a 3.5% minimum down payment starting tomorrow (Jan 1, 2009). FHA maximum loan amounts will also change on Jan 1 along with many other things in the housing market. Minimum FICO scores are higher for certain loan types than 2007/2008.

To help you understand the new Solano General Plan, I have linked to some of the most important parts of the new plan with will be in effect on December 31, 2008.

A new General Plan was adopted by the Solano county Board of Supervisors on August 5, 2008. Measure T on the November 4, 2008 ballot confirmed approval of the new General Plan and an ordinance to amend the Orderly Growth Initiative and extend it until December 31, 2028.

Vacaville PAL crab feed

I just heard about the first crab feed of the year in Vacaville. Crab feeds are commonplace in the vicinity of the north bay area of California, and are normally held in January and into February in some cases, from Calistoga to Dixon, Napa, Vacaville and Benicia and Vallejo.

Anyhow, the Vacaville PAL crab feed will be held Jan 3rd at the Vacaville Ulatis Community Center. Here is the flyer for this event for Police Activities League, which brings cops and kids together in Vacaville. Reserve a table for 10 and bring all your friends!

26th annual Merriment on Main Festivities Vacaville

If you want to see what a small town can do to ring in the Christmas season, come downtown to Main Street in Vacaville and experience the loving, warm and community spirit that I AM SURE will be even more welcoming this year as we all tighten our belts and learn to live with less and cherish what we have and that is our family and friends. Food, booths, music, crafts. Museum exhibit. Onion soup and inspiration from local churches.

Merriment on Main has always been a free event. Everything is free, nothing is allowed to be sold at this event.
Safe and cheery this will be a welcome respite from all the changes people are currently experiencing in the new economy.

The tree arrived a couple days ago and is sitting tall at Creekwalk and Main. Visit the Festival of Trees and choose your favorite. The auction will be held on Dec 5th when the winners will bring home their tree for the Christmas holiday.

This year (2008), Merriment on Main Street will be held on Tuesday Dec 2nd. Come downtown for free food, drink and entertainment including live music, hot apple cider, hot chocolate, singing, meet the mayor, see the pretty Christmas tree and help greet Santa as he is expected to drop in on us about 6 pm that night.

Loan modification workshop in December

The big foreclosure prevention workshop is coming up in December, it will be held at the Sacramento Convention Center on December 4th.

Hope Now is the National Alliance of mortgage lenders and no-profit loan counselors, they will be in Sacramento on Thursday Dec 4th - 3 p.m. until 9 p.m.. This is a free event at the Sacramento Convention Center on J Street in Sacramento.

It might be far for you to travel, it might be during your working hours, but it is worth the effort to attend this as these workshops may be valuable information for your mortgage situation.

Mortgage workshop specialists are being coordinated from over 20 financial institutions and will talk with troubled borrowers.

John Jelavich from the PMI group of Walnut Creek said his firm will mail invitations to borrowers insured with his firm's PMI insurance and lenders MAY be mailing out invitations, but this is not an invitation only workshop.

Citigroup has just joined the ranks of mortgage lenders willing to work with borrowers to modify their loans, they will even take interest in assisting some of their homeowners who are not yet behind in their payments but who could be at sometime in the future.

Today, Citigroup will induce a moratorium on most of their foreclosures in order to assess who they can help, other banks have already made this comittment, Bank of America, JP Morgan Chase and Wells Fargo who have all made similar loan workout announcements, some starting as soon as Dec 1, 2008 but chiefly for delinquent loans.

Other lenders are outlining plans to do similarly. The US Government is working on homeowner assistance as well and announcements are expected soon.

Terms, definitions, individual loan workout program links, whether you are behind in your payments or maybe you are not but are having or foresee difficulty in making your house payments.

As the coming weeks will show, there will be more and more banks that will be offering loan modifications in either rates or the length of the loan term due to recent federal legislation, for certain homeowners with hardships but who may be able to afford a different payment plan than they currently have. It will be a requirement that for 90 days before foreclosure procedures in the near future that banks attempt to make arrangements for payments before instituting the foreclosure process.

Even if your particular bank is not linked here, they may still be working with borrowers, call your bank or lender and ask to speak to the loan modification department manager. Scroll down for phone numbers for most lender loss mitigation departments.

If your bank recommends a short sale after discussing your situation with you, you will need an experienced Realtor, simply call me to discuss the discreet listing of your home, our fees will be paid by your bank at the close of escrow. A for sale sign in your yard is not necessary. Your privacy is my main concern. Your confidence in my knowledge and experience is your assurance that a successful short sale can be accomplished. State Compensation Insurance has started to bring in the first group of new employees in their new office buildings in north Vacaville this month, next month marks the opening of the new Specialty Medical offices at the new Kaiser Hospital which is expected to open in the near future.

Want to visit your neighbor and take one of your best friends? Yes, you CAN ride your horse down the street if you live in rural Solano county, this photo was taken just outside of the city of Vacaville. Life in Vacaville can be as fast or as slow as you like. This particular rural area is zoned RR 2.5 which means the parcels are smaller, with more affordable value than the larger parcels, your neighbors are close, but not too close. Solano county has agricultural roots that date back to very first settlement of the area by Spanish gentleman farmers Juan Vaca and Juan Pena who recognized the availability of good farming soils and beautiful Vaca Valley with it's character, charm, rolling hills and central location, some of the original settlers' families still live in the area today.
The local economy is based upon the agricultural aspects of Solano county and it's small and large farmers, from the rich soils of Dixon Ridge, specified as Class One soil, Winters and the Suisun Valley, Solano county farmers bring in over $300 million dollars annually. Interest rates cut by FED

Today, the FEDS cut the prime rate in the U.S. by one half percent to increase the effects of adjustments to the financial economy already put into place. World markets are reacting to the US economy and a world summit is being discussed to combat the problem and consider what actions can be agreed upon to make an impact and stem the tide of uncertainty. Economic markets work on feelings and thoughts and reactionary.

Help for Countrywide customers

Borrowers who have a pay option ARM or a sub prime loan with Countrywide will be having their loans reviewed and possible interest rate adjustments or late fees will be waived if you financed a home between Jan 1, 2004 and Dec 31, 2007.
The adjustments will begin on Dec 1, 2008 by Bank of America who purchased Countrywide.
The good news is that Countrywide is thinking of suspending all foreclosures until the loans are examined this winter.
If you think you qualify, you can visit the Countrywide website to find more information.

It will be tougher to get a loan in future, full income and financial documentation, larger down payments and reserves for payments will be required.

If you live in Dixon, Ca. your representative in Washington DC is Ellen Tauscher, here is her website. You can write her an email if your family is one of the ignored families who have experienced the signs of the times with vanished equity, high interest rates, high payments and no hope to move because you cannot easily sell your home due to the market glut of foreclosed bank owned homes.

The mortgage modifications affect only certain families and ONLY if their lenders decide to participate in the loan modification.

There are many more affected people and no help is coming their way. The only way to get help is to write to your congressman and Senator and get your voice heard, why should the big banks and insurance companies be the only ones being bailed out with YOUR money?

Capital gains bill of 2003 expires on Jan 1, 2009

Capital gains tax rates will revert back to the pre-2003 rates on January 1, 2009 which was the original expiration date of the reduced rates.

Dear C.A.R. Member:

Earlier today, the U.S. House of Representatives approved the Emergency Economic Stabilization Act by a 263 to 171 vote. The legislation was quickly signed into law by President Bush, capping what has been a very tumultuous two weeks for the credit and financial markets.

This was a difficult decision for our elected representatives to make, especially given the abbreviated time period for review and debate that the gravity of the situation warranted. While passage of the Act should enable the credit markets and the U.S. financial system to set the stage for their eventual recovery, this was only the first step in what will likely take weeks and even months to wend its way through the system before reaching Main Street.

But it was an important first step. The health of the nation's housing market is critical to the financial well being of every household in the country, and is front and center here in California .

Here's what the legislation does:

Helps American families keep their homes by requiring the Treasury Dept. and any federal agency that owns or controls troubled mortgages to modify those mortgages wherever possible; this may include reducing the principal or interest rate; and extends till the end of 2012 the exclusion from federal income tax of mortgage debt forgiveness.

Addresses the credit crisis by allowing financial institutions to immediately sell $250 billion in troubled assets to the U.S. Treasury Department under the newly created Troubled Assets Relief Program (TARP). Another $100 billion would be made available upon the President's request. Should the President deem it necessary, and with Congressional review, the Treasury Dept. may utilize the remaining $350 billion;

Protects taxpayers by allowing the Treasury Dept. to take an ownership stake in participating companies. In addition, if after five years TARP has incurred a net loss, the President must propose legislation that would force participating companies to reimburse the government to make up the difference;

Sets up an insurance program, funded by the financial industry, to guarantee companies' troubled assets, including mortgage-backed securities purchased prior to March 14 this year;

Curbs executive pay for companies utilizing TARP;

Sets up two oversight committees, a Financial Stability Board, and a congressional oversight panel, to which the Financial Stability Board would report;

Creates renewable energy tax breaks for individuals and businesses, including a deduction for the purchase of solar panels; as well as continuing other tax breaks that were set to expire; and extends relief from the Alternative Minimum Tax (AMT) by another year;

Allows the SEC to suspend the required mark-to-market accounting standards and orders a study to be done on the rule's impact on financial institutions;

Shields bank deposits by temporarily raising the FDIC insurance cap to $250,000 from $100,000; and temporarily increases the federal insurance level for credit union savings to $250,000, both till the end of 2009.

We're appreciative of the efforts of our congressional leaders in both houses as well as of our peers at NAR. Their efforts helped secure adequate protections for both consumers and taxpayers, as well as stricter oversight protocols than what were initially contained in the legislation. USDA home loans programs apply to rural areas and towns with populations up to 25,000, the city of Dixon, Ca qualifies for this loan program!

Solano county property tax bills 2008

Property tax bills are being generated for the 2009 tax year, you should receive your bill in the next few weeks.

On November 1, 2008 your property taxes are due for the first 6 months and they are late on Dec 15, 2008.

If you bought your home between 2005 and 2007 you may have a reduced assessment due to the value of your home on Jan 1, 2008. You would have been notified if you had been a part of the automatic proposition 8 tax reassesment recently conducted.

This means your tax would be temporarily reassessed at a lower value for the upcoming tax year.

If you live in Dixon, your Mello Roos tax may also have expired which means your property taxes should be lower than last year.

If your taxes are paid by your bank, an escrow examination is done periodically per law at least once a year, if your taxes went down there will be an excess in your escrow account with the bank and you should receive a refund of that or you can choose to apply it to your principal amount on your loan. By law, it cannot stay in your escrow account.

Northern Solano county MLS statistics closed sales 2008 vs 2007

From March 2008 until August 2008, CLOSED sales in Northern Solano county have INCREASED over the same month last year. In August, this increase was over 43% higher than August of 2007.

Increasing sales volumes shrink the home inventory on the market. Banks own approximately 1/3 of the homes on today's active single family residence market in Vacaville, the good deals are out there, banks want to sell, buyers are out looking for the good deals and working with a savvy buyer agent will help you win the bid for the bank owned home you want, in the area you like.

ARM rate reset mortgages

If your mortgage is due to reset soon your new payment amount may likely be based upon the Libor rate which just adjusted upward today to just over 4%. (Sept 30, 2008)

This is important because about half of U.S. ARM adjustable rate mortgages are based upon the Libor scale, which is the rate at which banks loan money to each other (in London, go figure!).

In a time such as this when money is lent sparingly (at best), knowing that your rate will reset is not the best of news.

If you do not know if your ARM is based upon Libor or another index, read your mortgage, (those papers that you signed when you bought your house). If you do not know where your mortgage papers are you may request a copy of your mortgage through your lender, your local title company or the Realtor who represented you or any other Realtor.

Your bank will give you very little advance notice that your payment is about to change, they figure you will remember.

Once you read your mortgage, you will know if your payment is about to change and when, then it will say if your payment is indexed to Libor and then, the most important thing is, how many points ABOVE the index is your payment indexed to? Is it 5 points? 3 points? two and one half points? You will see, then you can check to see which Libor index you are indexed to, perhaps it is the 6 month, 3 month or daily rate. So, if your current rate is 5% and Libor is now just over 4% and your payment is Libor plus 3 your new rate is 7%, your payment is now going to raise up from 5% to 7%, use a loan calculator to find out what your new payment is and then develop your new household budget accordingly.

Once you know all that, there is a LIMIT, or cap to the maximum rate allowable for any one payment change....this is a good protection from a large upward spiral (and for the bank, if it had spiralled downward too).

In Vacaville on the Bareis mls there are 356 active single family listings for sale, 114 of them are REO bank owned homes, nearly 1/3. In other parts of the US, there is a 50% ratio of bank owned to other sale condition listings.

Help save down payment assistance today, on October 1, 2008 down payment assistance programs will no longer be legal in home purchases. This applies to seller assisted financing and the Nehemiah Program is one of the government programs that is set to be discontinued due to this legislation.

October 1, 2008 CHANGES to housing laws

If you haven't heard, a new law that affects many of the ways people buy and sell real estate and the loans on them was passed in July 2008, the changes take effect on October 1, 2008. HR 3221 The Housing Stimulus Bill
There are over 200 pages to this legislation so it is hard to digest, but the main items that affect real estate itself are described best on the National Association of Realtors website. I'd like to take you to that site right now so you can read about how you can or will be affected.
There is some hope for homeowners who may have otherwise lost their homes, this help is outlined on the association link, basically your loan can be re-worked, but ONLY if you have missed payments on your mortgage, an appraisal will be conducted and you will get a new loan that is based upon 90% of the appraisal, this is worked out with your lender. After your new loan is in place and you decide in the future to sell your home, the FHA will receive a portion of your equity gain. It sounds like a plausible situation, especially if you fit in this category. This is called Hope for Homeowners.
The law also affects down payments for home buyers, and new changes for first time home buyers in the form of a tax credit which the new home builders are already offering a double tax credit.....this is a temporary tax credit and applies only for a few months, it also must be paid back within 15 years with no interest owing.
One more important change for investors who own a second home. The capital gains exclusion for a second home will be modified so that when you sell your second home, capital gains will be owing for the difference in value of any years you did not live in that home. Here is an example. This will take effect January 1, 2009. (Time to sell your second home and close escrow before Dec 31, 2008 if it's been on your mind.)

Speaking of energy savings in your home- buying a bank owned home that is an energy loser...

You just bought or are considering buying an older home....it is bank owned, or perhaps it is not. You notice that it still has the old heating and air conditioning system and perhaps it also has single paned windows.

These items will steal your money in the terms of energy dollars..... Single paned windows allow heat out of your home in the winter, (heat YOU are paying for when you light your furnace) In the summer, it also lets out your cooled air.

The air conditioner is running on it's last legs the inspector tells you. The heater is clogged full of dirt and must soon be replaced.

You are tapped out, you are using most or all of your savings to buy that house, the seller (if bank owned, it is a bank that is selling it) cannot or will not put in a new air conditioning system or heating system NOR will they install dual or triple paned windows throughout the house?
If you are thinking green, this will really irritate you to lose that money, the energy lost and you will shiver in the winter and roast in summer.

Here is what is available to you. An energy efficient mortgage! When you purchase the home or refinance, you can ask your lender to make arrangements for you to get an energy inspection, they will make recomendations to the lender on what needs to be installed/replaced and how much money it will save you in your energy bill, surprisingly they can loan you about $35,000 for energy improvements and MOST of the time, you will NOT have to qualify for a LARGER loan because they KNOW you will save a certain amount on your energy bill anyway!

The recomended improvements are done AFTER the close of escrow. A perfect way to end an REO bank owned home purchase....especially if the home is older than 20 years old. The you will be a GREEN er homeowner too!

FHA loan limits-what happens after the temporary increase?

The newest economic housing bill that was passed this month will affect the temporary FHA maximum loan limits which were raised temporarily in March 2008 to $557,500 in Solano county from $362,790 and were scheduled to return to that maximum in January 2009.
However, the new law has tied the maximum FHA loan limit to the average home value in any particular housing area as defined and interpreted by the FHA, these amounts have not yet been announced by the FHA.
Why is the FHA important to the average home buyer? If your loan is an FHA loan, your down payment can be as low as 3%, (this changes to 3.5% after October 1, 2008) which really helps when you have closing costs, down payments and the cost of new appliances to consider. If you are buying a bank owned home there are many more household fixtures that you may want to replace the moment you get the house, so the more money you can save on a down payment, the more money you have to outfit the home you purchase. Bank owned homes are normally sold as-is and can have a myriad of things missing or broken or outdated. You, the buyer should get all the inspections you think will tell you about the condition of the home and make sure to note what items you will have to be replacing or repairing so you will know the true cost of the bargain home you believe you are getting. Most often all the door locks must be rekeyed just for the basics, you don't want anyone unlocking your door, no matter who they are.
Anyhow, in our area in the past, we had very few FHA loans being used to buy homes due to the average home value used to be far above the former FHA maximum loan limits, this is no longer true.
FHA is a very useful loan and has many good features, ask your lender about all the details of this loan. You will have mortgage insurance, but another difference today is that your mortgage insurance is USUALLY a tax deductible item, but ask your tax preparer about this in the case of your tax situation.

Basically, SELLERS will be banned from making contributions toward the money the buyer puts down to buy a home, builders are scurrying around trying to sell homes this month and close them before Oct1, 2008 because they CAN still donate to your closing costs right now....

This won't be the case after the first of the year, when their inventory is low and demand will be steady.

Now is the time to buy investment property!

Word is out! Investors are out buying property where possible. The opportunity to buy a rental home, rent it out and show a positive cash flow in Solano county is now here.
There are more renters in the area now, more jobs coming soon with the new Kaiser, expanded Genentech, and State Compensation Insurance employees all coming to town in the next few months.
You also have a strong presence of military families from Travis who are renters, their base housing is undergoing changes that limit their availability.
With all those renters, low low prices on single family and duet homes as well as condos and apartment buildings you can make the numbers work in your favor.
Rules have changed for loan qualifications but YOU can still make that investment purchase, especially if you can show a good strong background as a landlord. You will most likely have to have 20% down payment and excellent credit. You will also be limited on the number of mortgages you hold, but the time is right to buy that investment property!

Capital gains tax

Check with your financial or tax advisor, but word out in Arizona is that this tax could resurface for homesellers in the future!
Right now, sellers who have lived in the home for 2 of the most previous 5 years can be exempt from the first $500,000 if they are a couple, and $250,000 if they are single, this applies also to widows and widowers for a certain amount of time, so check with your advisors! If not, you will be notified of a 15% capital gains tax.
Alternately, in Solano county, if you are over 55 years old and wish to downsize to a home that has a lesser value than your current home and you have lived in your current home long enough that the property taxes on it are lower than a home you wish to purchase, for one time only you may take your property tax base with you to the new house.
What this means that not only is this the time to buy a house, but this is the time for you to buy a house, you can possibly qualify to bring your taxes with you to a smaller, more manageable property and you may not owe any captial gains taxes!
I can show you some real bargains out there too. The age restricted communities still have some new homes available and at good prices and lots of buyer incentives.

Hanging out at the Woodside horse barns

Gee, it must be lots of fun, because all I hear about these days are the horse barns at Woodside. The Google team members must be pretty much into horses but I hear the horse lovers have lived and gathered at the barn in Woodside for many years anyhow.
I wanna go sometime and see what keeps them all coming in, hanging out with their critters, making conversation with the other horse lovers around and sharing stories about their shows and kids and what they have been up to.
I often wonder what it takes to get a nice piece of property there?
I have recently listed 7650 Olivas Lane over in Vacaville and I have heard it compared by some as having a super nice MD barn, the owners just had it installed and ordered the larger 14 by 14 stalls to spoil their horses in. They even painted it a nice creamy color to match their large unique Spanish style home and beefed up the columns that hold the barn's porch up, it surely is a special place to hang out and I envision that someone could open up some sort of a business that has to do with horses there as it occupies an entire country corner! With almost 10 acres and 5 especially handsome paddocks, the arena to turn out and show off your horses even has it's own original barn and super nice tack room in each barn. The flower gardens and zoo grade bird aviary really screams animal lover out to me, but wait till you see the gorgeous gardens and great large patio suited to large gatherings of people with a water feature that is absolutely fabulous! Investors and the number of loans they carry

The new economic stimulus package has changed a myriad of items pertaining to the buying and selling of homes in the United States.

There are so many changes I will write about each one as time goes on.

The first subject is the number of active loans a taxpayer can be involved with at one time. There was at one time (last month) the maximum number of loans you could have was 10 or 14 loans, but now you must not have more than 4 loans at a time.

This will prevent investors from buying more properties than they can afford, unless they pay cash for some of them.
This will prevent at least some investors from buying more properties especially in this buyer's market when they could be getting a good deal on the price and then renting the home out to someone else for a profit.

Recipe for low priced easy to make egg salad sandwiches

In this economy it is important to make your dollar stretch...

You may want to try this simple, low cost way to make a whole loaf of bread and a dozen eggs produce about 8 sandwiches...wow, what a savings!

12 eggs, boiled (start with eggs in cold water and once they start to boil, remove from heat after 10 minutes, immediately bathe the eggs in COLD water for easy peeling of the shells

one loaf of your favorite bread

1/2 cup (more or less) of your favorite mayonaise or sandwich spread

3 T sweet pickle relish

1/2 t dry mustard OR 1 tsp mustard

dash salt

dash pepper

1/2 tsp dill weed (optional)

1/4 tsp celery seed OR 1/4 cup chopped celery (optional)
peel the eggs and chop any way you want, small or large pieces

mix with the other ingredients, you may wish to add some dry minced or chopped onions or 3 minced fresh green onions

Spread between two pieces of bread.....mmm! Share the other sandwiches with your friends, family or coworkers!

Davis California Olympic medalist

Gina Miles wanted a horse when she was 7, when she was 10 she went to the LA 1984 Olympics and watched and fell in love with the equestrian events, she was given a horse by her father when she was 11, and growing up and living in Davis California she took riding lessons at the Happy Horse Riding School . GIna is also a Davis High School graduate.

In 2008, August 9-12th in Hong Kong, she won Olympic Silver in individual show jumping for her performance on McKinlaigh, 14 years old, (Big Mac), in Beijing China at the 2008 Summer Olympics in eventing, which combines dressage, cross country and show jumping.....the very same event she fell in love with at the 1984 Olympics.

Eventing requires a horse to be fast enough for cross country yet trainable for dressage and show jumping.

Gina's career highlights: Gold medal, team competition, 2007 Pan American Games; Bronze medal, individual competition, 2007 Pan American Games; 1st place, USEF Fall Championship, 2006; Bronze medal, World Cup Final, Pau, France, 2003.

Homes that sell - Why is my house not SOLD?

If your home is sitting on the market and you want to pack up and move, you will need to do some of the following things in order to gain the interest of the buyers.
Things are changing quickly in today's market and the 2 main powers behind everything that is happening right now are the bank owned properties and the new home builders, both are highly motivated to sell as many homes as quickly as possible. This action requires you as a private home seller to be pro-active or get out of today's real estate market until it is more of a seller's market.
New home builders cannot start new homes until they have sold out on most of the homes they have begun to build, there are many reasons for that and the main one is money, also the cities tell them how many homes they can have under construction at one time, their accountants tell them how many they must sell in order to stay in business, they own the land and they must move the houses in order to continue building and making more money.
With the new Federal Housing Act just being passed, on October 1st many things will change and one that will affect the builders is the new rule that nobody can give a buyer any money for a down payment or closing costs. This will cramp the builder's style of selling homes so right now is the time to bargain with the builders.
When the builders bargain, the buyers win and private home sellers lose because MOST of the buyers want to buy a new house anyway. MOSTLY the only advantage an exisiting home like yours has over a fresh new house with no scratches or dents is that you PROBABLY have mature landscaping and you probably would love to move quickly if the new home builder does not have a home ready to go, then you may win over that buyer, otherwise, the only other thing you can do to be more appealing is to have a lower price, and right now it is HARD to beat the prices the builders are offering to buyers who would rather have that new house anyway.
The second competitor you have is the banks. If you have been reading the headlines at all recently, banks have been getting more and more homes back on their hands after homeowners become unable to make the increased payments. Banks do not like to own houses so they sell them quickly, in the beginning, they were selling them in deplorable condtion, they are now fixing and cleaning them up so this is no longer the case, they are usually clean and painted and in pretty good but as-is condition. The banks have found that they too should sell the homes for very low prices just to get them off their hands, just like the builders, so there goes some more of your competition selling homes at discount prices.
Anyhow, PRICE outpaces location location location in this market. Condition is no longer going to sell your house, nor is location alone.... It has always been, price, condition and location so look to these things before thinking something else is the reason behind your property not selling.

Buying UC Davis student housing Ca

With the price of homes in the Davis area, an alternate to consider for more affordable housing that is located within 5 minutes of the UC Davis campus is the small town of Dixon Ca. Home prices here are very affordable, close to the campus and an area of single family homes, condos too.

Dixon high school just opened this year in it's new location on the south side of town. Super Walmart, Safeway, Ace Hardware, Tractor Supply, Round Table Pizza, Ron Dupratt FORD, Chevy's, Mary's Pizza, and many more retail stores too numerous to list.

Amtrak has a new station downtown for commuters, it is not yet opened as the parking area and track updates are approved but not complete. Genentech is building a research center next to Gymboree facilties.

A large 24 hour fitness center is thought to also be locating here in the future. You can get a newer single story 1500sf home in Dixon for under $325,000 on the north side, closest to UC Davis, with the expected business coming soon and already here including the research center and the Amtrak commuter station, now is the time to consider investing in this tucked away city located on the interstate 80 corridor just inside the Solano county boundary, you will have the convenience of being close to the UC Davis campus without the expense of a residence there.

There are many beautiful rural farm and horse properties as well, scattered around the prime farming lands that surround Dixon, you can raise horses, livestock or grow some fine corn here.

UC Davis is on the cutting edge of solar and wind technology studies as well as the finest agricultural center and the best veterinary college around.

You can easily drive to Sacramento in 25 minutes from Dixon, or arrive in the city of San Francisco within one hour to enjoy the many fine attractions and restaurants there.

Dixon California offers access to the Sierra Mountain ski areas or Lake Tahoe in 2 hours, the beautiful beaches at Stinson or Bodega in as little as 1 and a half hours.

Dixon provides a rural setting, yet close to anything else you may choose to do! No city hustle and bustle, just plain country living with city amenities too!

The parks in Dixon are massive, lush and filled with people doing the things that having such a large open space would proffer: soccer, baseball, softball, tennis, playgrounds, trees, walking paths and lots of space to picnic!

There is a very nice meandering walking, running path that wanders through parts of Dixon, you can walk your dog, meet your neighbors, go to the store, use the PAR COURSE or Geocache and lots more! This walkway surrounds you in beautiful greenery, nice sidewalk, shrubs and shady trees too!

Downtown Dixon features restaurants, banks, shops, Amtrak and the city center recreation park also features more sports fields, tennis, track, soccer, baseball, softball, an indoor arena and a brand new concert hall that is available to groups for shows and concerts.

The Dixon May Fair is located at the south end of town and is the longest running local fair in California. Held in May, this fair is anticipated all year by local and long distance participants as anyone can enter their exhibit in this fair and win prizes and watch the Destruction Derby on Saturday night, and a top billed entertainer is featured every year, such as Carrie Underwood.

Lambtown USA will be held this weekend at the Dixon May Fair. An annual event, this marks the culmination of each year's production of local lambs as Dixon is one of the most popular spots for lambs to choose to live in the USA and the world! In years past, the areas surrounding Dixon were flush with sheep and lambs, everywhere. They were bought and sold at the Dixon Livestock yards (behind the current Walmart store) along with cattle and goats. Today, we have a world famous lamb living in Dixon, his name is Pepper. Pepper has created a stir just because he lives in a backyard in Dixon. The city code states that 2 lambs could live in your yard provided they don't create a health hazard. The Milk Farm used to be located in Dixon too. The sign still stands on the same spot it has occupied for over 75 years. As a girl, I remember visiting the milk farm, it was a restaurant and gift shop, but I do not recall any milk there, perhaps there was, but you could always be assured there were farm animals to pet or watch when you stopped off for some off-highway refreshments at this popular stop. Plans are being made to develop the 60 acres into a feasible project to perhaps benefit many.

Recently we have enjoyed the newly famous Dixon Corn Maze and Pumpkin Patch Cool Patch, each year it gets larger and larger, and has made the Guiness Book of Records as the largest corn maze in the world. It opens in October and runs until Halloween. Each year you can now expect to see a HUGE tractor or two emerge right out of the hayfields in front of the corn maze, they are enormous and very bright and colorful. From the freeway, they look quite real, however upon closer examination you find that they are in fact, huge stacks of haybales that are cleverly arranged and painted to resemble the tractors.

Another recognizable site in Dixon is the Cattlemen's Restaurant, just off the freeway, this landmark is still as good as ever and gathers tons of people especially on Friday and Saturday nights and on special holidays such as Mother's Day. Cattlemen's has a more special day to know about and that is Rib NIGHT, on Tuesday, this would be something you would take advantage of if you lived in Dixon as they do serve all you can eat ribs and they are yummy!

Need a Scottish meat pie? You can find them freshly made right here in Dixon too. They also serve haggis....hmmm well, I had my first haggis in Scotland, it was served with pomp and circumstance and a parade, you toast it and eat it and well...hmmm well let me say that if you DONT know what it is and eat it, you will like it, and then you will not be happy when you find out more about it, but it was served there with parsnips and it was so good I had more for breakfast!
Dixon is the best kept secret in Solano county, shhhhh! Don't tell anyone unless you find it as appealing as many of my neighbors and I do!

Buyers are out there looking around. Investors are out tromping around looking for the best buys!
FHA Loan maximum limits are currently $557,500 in Solano county under a temporary stimulus package with FHA, this is scheduled to expire on Dec 31, 2008. If legislation is not passed soon, this opportunity for a lower rate will be behind you.
Rates are creeping upward. FHA, VA, CalVet continue to be the popular loan products right now.
Inventory is getting lower each week as escrows continue to outpace new listings in Vacaville, even in the historically active summer months when most sellers put their homes on the market.
Fairfield is selling at a brisk pace. Dixon real estate is seeing more activity.
Vacaville schools are phasing out the year round school system in most schools.

LIBOR and your house payment adjustment ARM loans

It is not simple to figure or find out what your payment might adjust to when the time comes for your adjustable rate mortgage to change. I will try to help you.
When you bought your home on an adjustable rate you signed a document called a mortgage which is attached to your property trust deed which was recorded with the county you live in. This document states when your payment will change and how much it will change by and it is a legally binding document.
Many people know when it will happen but not how much or for how long. If you already know then you don't need to read on.....otherwise..here goes:
Your payments are on a schedule, it depends upon what you agreed on and what your mortgage states, some payments adjust one year after you buy the house, some two years, others are 3 years fixed rate or even 5 years initial fixed rate.....those are the most likely lucky people, they will get time for the market to change..
Anyhow, if your payment had a rate change last winter you experienced a heck of a large increase in your monthly payment. This is due to the adjustment being measured USUALLY by something called LIBOR.
LIBOR stands for London Interbank Offered Rate and it is figured out by what the banks in London charge each other to borrow money, go figure! Most of us have never even been there and our house payments are based upon some foreign place...but really it is a standard index used in the USA all the time, it's published regularly in the Wall Street Journal and usually the LIBOR index experiences smaller changes than in the regular PRIME RATE that you hear about all the time lately in the newspapers and on tv.
So, your adjustable rate is not compared to or tied to the PRIME RATE, but it is likely related to the action in the PRIME RATE today. That prime rate is the one that Bernanke and his FOMC group meet so regularly to decide if they want to raise, lower or keep it the same....
Well, Bernanke says he is not very likely to reduce his prime rate anymore anytime soon because then inflation will tip toward an unwanted direction. In fact, rumor has it that he may even RAISE the prime rate before the end of this year, with the election coming up in the fall I would bet that somehow the prime rate will take a spotlight in some sort of election or convention uproar or to upstage something relating to the election.
Anyhow, back to the LIBOR and house payments...back to it being used to set the cost of adjustable rate loans...your mortgage paper tells you when your rate will change and most likely it will say it is whatever the LIBOR is plus a certain amount of points above that, and never my friend below it, how would THAT put more money in your lender's hands?
Anyhow, say for instance the LIBOR was at 3% the month before your expected rate change and your trust deed (mortgage) said that your pmt will be LIBOR plus 2 points, in that scenario, your payment would be based upon a 5% rate, which is pretty darn good, somebody buying a house today would not be able to get such a rate unless they paid discount points, which are pretty expensive these days.
So, for the period specified, your payment is now 5% interest rate for say usually one year, and then you look at the LIBOR and add 2 points and there is your new interest rate.
So, if last winter your payment went up and the LIBOR stays low like it is right now, you will likely see a DROP in your house payments this winter! Now, wouldn't THAT be nice?
Of course, the lenders have thought of everything and if the LIBOR goes ultra low, they do usually specify it CAN'T go below 2% below the previous payment, but there is usually NO language stating it can't go above 2% HIGHER, isn't THAT special?
If you live in Solano county, the tax assessor had visited Kappel and Kappel to inform us that they would soon be doing a re-appraisal for properties that have sold in the past 4 years or so...this would mean that your bill for NEXT year MIGHT go lower IF they re=appraise your property. This re-appraisal is a California state law that states that if property values decline the tax assessor should re-appraise you, this is called Proposition 8. (See, the propositions you vote on DO affect your life!)
Each year your property taxes can go up by 1-3% due to Prop 13 which was approved by voters a long time ago, stating the counties cannot raise your taxes by very much in a given year, this put a stop to large property tax increases years ago to people who would be on a fixed income and could no longer afford to pay their taxes.
The larger amount of difference you paid this year MIGHT be refunded to you, but you most likely will not see that refund for over one year from now due to the structure of the county tax billing system, which is a whole new blog in itself!
So, good news, bad news...your house payment could go up, or more likely it will go up, but there is a chance it could go down if your LIBOR stars are lined up.
Last thing....there is more than one LIBOR so you need to read your mortgage to find out what LIBOR you are tied to, there is a one month, a 3 month and a 6 month LIBOR.
If you need a copy of your mortgage you can contact a title company or your lender/mortgage bank will provide you a copy if you ask for it.

Solar power has made advances in technology too. With literally no moving parts this type of system is basically a crystal grid that soaks up the sun's rays and converts it into electric energy! This energy is harnessed but must be used as it is made, if you don't need all that power during the day when the sun is shining, the excess power is simply sent back to P G & E on your current system, if it is more than you use by the end of the month, say you go on vacation even, your P G & E bill will be visibly lower depending upon the size of your system. Storing the excess energy is not cost efficient and would require a large storage system and lots of maintenance so the best idea is to send it back and get credit for it!
Solar panels are quite heavy so engineering and planning will be required to see if solar panels will work with your house and property, consult a professional before making your decision. Do not have solar panels installed on your roof without consulting a licensed roofer to make sure your roof will withstand this weight load. The city of Vacaville, Fairfield or Dixon may have building permit laws that may apply so contact them for local ordinances. Properly installed systems are safer, legal and will save you money. Renewable energy is not a new idea it is an idea that is made mandatory because of the energy bills we face today and we owe it to our children to become more aware of what we can do to preserve the resources of the earth. If you don't capture the sun's rays, the sun will keep shining and the rays will fall useless, if you capture them, nothing is lost and lots will be gained, starting with your monthly bill. Calculations can be made to show your recapture point at which the cost of the new system will pay for itself in savings.
A really neat idea I saw at the Dixon May fair last summer is to use a small solar panel to power a water fountain in the yard, it is safe AND sane and COULD save you a lot of money in running power to the site you want your fountain to be located in your yard, the possibilities are endless AND it WORKS! You can conceal the solar panel and make your friends and family wonder how that fountain out there works!

Prop 98 California - Eminent Domain Real Estate Laws

On June 3rd election, one of the propositions before you will be this legislation that would affect several things in the way that government has control over private property. It is said this legislation will affect every renter in California, so it is important legislation if it affects every landowner and every renter!
It affects eminent domain. Property seizure. Schools and rent control already in place in several California cities. It will allow some restricted actions on how state governement can acquire property for the public even if the private property owners are not willing to give or sell.

Here is the opinion of the California Association of Realtors on prop 98, they are proponents for a YES on Prop 98.
As voters, we have an important role in the way our future is shaped, although sometimes it does not feel like it.
I have no particular opinion on how another voter should vote and I will be doing more research on all the "hidden" pros and cons this prop 98 would bring to the citizens of California before I make my decision, but I wanted you to become aware of this bill and what it could mean to you in the future IF the government came up to your door and placed a sticker on it telling you that there was going to be a new road coming through and you have so much time to move out.....I do NOT know if this could happen whether this bill is approved or denied but I just want you to read up on it. At the end of this article I will put links that are from assorted websites so you too can read up on it because I think there are possibly some unrelated pros and cons that are "tacked on" to this bill.

I just closed escrow on this lovely home, one of the newer larger Forecast homes in Laurelwood, this home was in immaculate condition.
Buyers are out there looking and putting offers on homes in good condition in many locations. Homes that are priced to sell and have curb appeal are getting the most attention.
Multiple offers in the $300,000 price range are NOT uncommon. It is almost like a feeding frenzy.
City of Vacaville equity sharing program has increased it's offer to help families buy homes as well as the first time home buyer program, the income criteria has changed, call me for more details!
Sales volumes are increasing daily and outpace the new listings consistently. Average days on the market are shrinking. Buyers are out in numbers. Offers are passing across tables again. Loans are becoming increasingly easier to get again as lenders and buyers relax in the faster paced market.
Short sale listings are less of an impact on the Solano county market.
Bank owned homes in the $250,000-$350,000 price range are still available in Solano county although if they are in decent condition, the banks have a new habit of putting them up on the market and placing a restriction of no offers will be considered until after the 5th day on the market. This places a circus atmosphere on it and causes a situation where there will tend to be multiple offers due to the shrinking inventory of homes in decent condition in this price range, multiple offers make no sense, especially not in competing on price as the homes will only sell for the current market value, so it becomes unfair to those buyers who don't have as much liquid cash assets to make stronger down payments and perhaps ones who are asking the seller for closing costs the sales will most normally then go to the highest bidder, or the cash bidder (investor) or the buyer with the strongest financial picture.
First time home buyers will best be advised to shop around for their own buyer's agent who will be their negotiator, after all the buyer does not pay for their agent, so it makes sense to have your own representative and not use the seller's agent. A buyer agent will find homes that fit your description in the area you choose and they will negotiate on your behalf and insist on inspection contingencies and home warranties, closing costs and down payment assistance and seller disclosures. They will also help familiarize the buyer with programs such as the Vacaville first time home buyer program, FHA loan programs such as Nehemiah where the seller makes a contribution to the buyer's down payment and gets tax incentives for doing so. Your buyer agent is trained to write a solid contract that protects your best interests. Sometimes they tour homes before they even hit the market and inform their buyers about comparable sold properties.

US BANK on short sale workouts

US Bank has told me that they will not be considering workouts on short sales or offering deed in lieu of foreclosures in the foreseeable future. EVEN if they have been advised to do so and put their home on the market and gotten VERY reasonable offers at FULL MARKET VALUE. This comes as a HARD blow to those homeowners who find themselves unable to swing the larger payments they have been dealt by US Bank or if they have suffered financial problems that prevent them from making their payments on time. This will undoubtedly be something that other banks may consider doing. It is the second bank that has indicated they will not work with their borrowers. Ocwen bank will not consider short sales on first deeds of trust according to local sources. Contact me if you agree this is a travesty.
Conjecture is these banks may be foreseeing passing of proposed legislation now before Congress that would make the US Government or the lenders partners in a loan workout for certain borrowers in that they will re-negotiate their loans based upon current value and then share equally in any equity gains the property may undergo in the future according to local sources and articles I have recently read.

I have been keeping consistent records of the active single family Vacaville real estate listings since August of 2006. I have watched the average number of marketing days grow and now starting to shrink....the asking price per sf shrink and then stablize, and the number of active listings grew and is now shrinking below any time since that month.
Homes are selling in Vacaville, it is now taking less time. Sellers have less competition from the banks, fewer foreclosure/short sale listings.

I prefer to publish facts and figures and not just always summarize an opinion on these data. I work in this field every day, I know what my buyers are encountering each time we are out looking at properties, we are now shoulder to shoulder with other buyers and their agents when we are at a "good" house in a nice area in good condition. Buyers are really starting to become weary of the houses that are in very poor condition with low price stickers as they do realize that it would take A LOT of money in today's economy to "whip that bad house into shape". Looking for the homes with "good bones" and a good price tag is an egg hunt these days.

Appraiser - local or not?

Question is whether an out of the area appraiser should be a part of your transaction. If they do not belong to the local MLS and purchase a key (approximately $38 per quarter) to the homes in the local area, can they be familiar with the local market?
In Solano county, the custom is for a real estate professional to leave their business card for the homeowner as a courtesy when they enter your home.
Appraisers are an integral part of the real estate transaction. They are hired by the lender, but the buyer and seller have the right to know that their written contract with each other is not affected by an outside force that is not a part of their agreement with each other.
Be aware of the comparable properties and what they sold for before you enter the contract, you should ask your agent for this information.

Trend continues to strengthen Vacaville new escrows

Each day I review the number of new listings, new sales, contingent and pending, sold properties in Vacaville....on the Bareis mls...

Starting a few weeks ago, I noticed that the number of newly listed properties had started to be exceeded by the number of properties going into escrow that day, it flucuated, fluttered and for at least one week now, it has remained steadily favoring the number of new escrows being more than the number of new listings, in this, the historic season of newly listed properties this is good news.

It's April 15th....time to consider taxes, property taxes and income taxes.... Please consult with your tax professional for more information. If you purchased your home in the past 36 months you may want to contact your county tax assessor for more information on the re-appraisal of your property for re-evaluation of tax bill, this is expected to be a temporary issue.

There are several deferral programs designed for elderly, veterans and disabled persons in Solano county, contact them directly about these programs.

There is also a special consideration if the property is passing from parents to children or grandchildren.

Your property may be a part of the Williamson Act, it might have assessments for Solano Irrigation District and Mello Roos, be a part of the informed public and research these online or email me for more information on who to contact regarding these items.

Transfer tax is a fee paid to the county of Solano upon transfer/sale of a property in the county of Solano, normally paid by the property seller, this tax is calculated by multiplying $1.10 per one thousand dollars of sales price.

Mello Roos tax is a special tax for a set amount based upon the sales price of a home and for a set period of time. It is due and payable as an active item on your tax bill. It applies only to certain parcels and is sometimes paid off by the home builder, it can go up by up to 2% per year, check with your Realtor to find if a parcel has this special tax assessed on property you plan on purchasing.

Feds cut rate .75 today

For the 6th time since September 2007, the Feds have cut the prime lending rate. This is the rate that the Central Bank uses to lend money to the other lending institutions, it is not the conventional mortgage lending rate.

Today's cut was done in a regularly scheduled meeting of the FOMC and comes on the heels of another cut of .25% last weekend.

These rate reductions are being used in an attempt to avert an economic recession in the US.

The US Stock market has been rallying today, before and after the prime rate reduction.

Ultimately, this will affect borrowing costs to consumers and is instituted to boost consumer spending.
Commercial banks immediately cut their lending rate to 5.25 from 6% upon news of today's reduction by FOMC.

Feds cut prime rate today

The feds cut the prime rate to 3.25 percent today, this is the rate the Central Bank charges banks to borrow money. This activity can result in lower mortgage interest rates. The prime rate held steady for more than 18 months until late January 2008 when it has been regularly been reduced at FOMC meetings since that time.

I began reporting the ACTIVE listings for a given day on the Northern Solano county Bareis MLS activity reports on this blog on August 27, 2006. I have presented weekly reports, when my time allows for it.
Here is the CURRENT Bareis mls data for the Vacaville real estate market;

In the past 10 days, we have seen a marked increase in activity in sales. There are virtually the same number of listings at the same asking price, the days on the market has decreased by 5, this is the first downward change in days on the market since I began to gather this data in August 2006.

$503,738 Average list price
$266/sf average asking price on the current active sfr market

Bottom line....if your home is priced within the proper price per square foot, you may sell in about 3 months, and your home must be properly staged and well maintained you could beat the marketing average time. Mortgage rates are flucuating daily, if you are already in escrow you can reserve a rate lock before your closing and get in on some of the good buys out there right now.
